I understand that. But what if they got the license before they were were disbarred or got the broker license under they were still practicing even though they were disbarred.

If if helps OP, I have only heard of one person coming to legal forums to argue they were denied licensing due to their moral character, in comparison to another persons moral character, who was granted a license.
