Moira Dearden Queen (portrayed by Susanna Thompson; main: seasons 1–2; uncredited voice cameo: season 3; guest: season 5 & 8) is the mother of Oliver and Thea, the former acting CEO of Queen Consolidated, mayoral candidate and wife of Robert Queen and later Walter Steele.
Expert investigator: Moira was an excellent investigator, as she was able to eventually track down and uncover the remains of the Queen's Gambit after it sank and was presumed lost. She is also a very observant woman, having deduced Felicity Smoak 's romantic feelings for her son, Oliver, despite only knowing Felicity briefly.

Josh SegarraThe CW's Arrow has cast Josh Segarra (Chicago P.D.) as a new series regular for Season 5. He will play Adrian Chase, Star City's new district attorney and an ally of Mayor Oliver Queen (Stephen Amell), who aims to clean up the streets through the legal system.
He worked under the late Kate Spencer, the district attorney, and was the late Laurel Lance's ex-boss. Adam lost his job after attempting to lure out Helena Bertinelli so that she could be arrested; which led to him being taken as part of a hostage crisis at the courthouse.

Sara LanceOliver grows to accept aspiring vigilante Roy Harper as his protégé, and begins to receive assistance from Quentin. Oliver also gains another ally, Sara Lance (Caity Lotz), who survived her ordeal at sea six years prior.
In the present day, Oliver stole a sample of Mirakuru from Slade and gave it to Felicity, who asked Cisco Ramon and Caitlin Snow to help her analyze it and synthesize a cure. S.T.A.R. Labs successfully created a cure for the Mirakuru.
Moira was oftentimes ruthless and immoral, in an ends-justify-the-means sense; as she had Oliver, her own son, kidnapped, but tried to justify it as doing so to prove he knew nothing about the Undertaking to protect him from Malcolm Merlyn.
Merlyn Sr.Later, Oliver wakes up in a hospital, where his family comes to visit him (Dig told them Oliver got into a motorcycle accident). Meanwhile, the copycat archer finally reveals his identity: It's none other than Merlyn Sr. (Since we always knew he was a bad guy, I wasn't completely surprised by this revelation).
Moira, after learning from Oliver that Walter was apparently dead, approached Malcolm in anger. He promptly provided a live video feed to Walter being held in a cell, alive. Following this, Oliver, after some research, discovered the location where Walter was being kept.

In the aftermath, the company was bought by Ray Palmer and rebranded as Palmer Technologies. Queen Consolidated has subsidiaries all over the United States and abroad, including Vancouver, Canada and a prominent corporation in Moscow, Russia. The company also has a holding in Melbourne, Australia.
The only reason he was helping Fyers Fyers was because he threatened to kill his daughter, Shado if he did not cooperate. Yao Fei was also intelligent and calculating; he knew the moment Fyers no longer had any further use for him, Fyers would not only kill him but Shado, Oliver Queen and Slade Wilson as well.
At some point, Moira met Robert Queen and had Oliver and Thea, both of whom she ultimately outlived. Some time after the Gambit accident, Moira married Malcom Merlyn.

Oliver returns and death. Moira consumed by antimatter. In 2019, Oliver Queen apparently returned home from an island after twelve years, though she was unaware it was his Earth-1 doppelgänger.
Moira then presented Oliver to his new bodyguard, John Diggle. Later, when Tommy was arrested for trying to cause the Undertaking, Moira and Malcolm went to the interrogation room where Oliver stood and Moira promised that they would soon get Tommy out of there.
When Oliver asked where Thea was, Moira revealed that Thea died on her eighteenth birthday in the Glades due to a Vertigo overdose. Later, Moira confronted Oliver about his change of life and knew how uncomfortable it was for him to have Malcolm as his stepfather.
She was immediately arrested for conspiracy to commit murder. Moira was tried and acquitted on all counts, due to threats made by Malcolm towards the jury members. Moira was running for mayor of Starling City but was killed by Slade Wilson with a sword through the heart.
She confessed her involvement in the Undertaking, after John hit Oliver multiple times. Oliver convinced Moira that she had to do something. She held a press conference where she admitted her culpability in the Undertaking out of fear for her family's life, and that Merlyn planned to destroy the Glades.
When Oliver is in the interrogation room Moira and Walter barged in and stop it while talking to Oliver about attorneys to use but Oliver wants Laurel. Though hesitant at first Moira then does ask Laurel but she declines but eventually decides to do so and Moira is present to see it in court, though Oliver isn't arrested he is put under house arrest. Furthermore, Oliver decides to have a house party much to Moira's concern. She is later interrogated by Malcolm who suspects Oliver of being the Hood because of the evidence but Moira assures him that he is not. Moira later visits Walter who tells her that he has found the remains of the Queen's Gambit and Josiah Hudson was killed trying to move the wreck but Moira tells him not to look any further into the matter.
When her son returned, Moira went to the hospital and was told by Doctor Neil Lamb that "the Oliver you lost may not be the one they found".
Walter was distant from Moira as he realized that she was behind his kidnapping. He filed for divorce soon after. Oliver later talked to her, and they were both kidnapped by Diggle, disguised as The Hood. She confessed her involvement in the Undertaking, after John hit Oliver multiple times.
Thea visited Moira in Iron Heights prison and picked out a few clothes for her court appearance. Later that day she appeared in court and was threatened with the possibility of the death penalty however it was not decided. Later in her prison cell talking to her lawyer she says that her Thea and Oliver are in a good place and that she should stop digging into it as there are some questions that must never be answered.

When Oliver Queen was arrested on suspicion for being The Hood, Kate was brought on as the prosecution. She was visibly taken aback at Oliver's desire to initially represent himself. When the hearing commenced, Kate refused to consider bail and deemed Oliver a "flight risk", citing the Queen family 's extensive wealth.
After Quentin Lance was attacked in prison, Kate went to visit him and Laurel threatened to sue her if she didn't drop the charges against Quentin for working with the vigilante. Kate agreed to authorize this. However, as Laurel left, Kate warned her to pick her battles, as they wouldn't always go her way.
Kate admitted that she believed Oliver to be the vigilante, though due to being affected by post-traumatic stress disorder from being stranded on an island for five years, and offered him the insanity plea.
She apologized to Laurel, who was caught in the middle of Adam's actions, but said that nothing changed because he had no authorization to give her job back. In response, Laurel threatened to expose Adam's involvement in the conflict if Kate didn't rehire her.

Oliver rejected the deal in favor of a polygraph, with the agreement that if he were to fail, he would accept the plea. The case was thrown out when Oliver was seemingly proved innocent.
Kate received justice for her death after Team Arrow defeated Slade Wilson 's army and Slade was incarcerated on Lian Yu.
Moira became acquainted with the Drake Family through Oliver and Dinah's relationship. When Oliver started dating Dinah, Moira was supportive of their relationship.
In 2004, the Queen family go on a family trip to Africa and things go wrong when Robert and Moira Queen get mauled by a lion.
In the end, for all of her faults and bad decisions, Moira's every action was an attempt to protect her kids, and her courage was reflected in the hero Oliver Queen became . Though she may have failed her city many times, she constantly succeeded in being there for her son and daughter.
Moira's many secrets and lies revolve around her children, including their own parentage. It's revealed Thea is, in fact, Malcolm Merlyn's child, conceived during an affair after the death of Malcolm's wife and one of Robert's many affairs of his own. While Felicity discovered this, Moira tried to convince her to not tell anyone, for the sake of both Oliver and Thea's feelings. The truth comes out, however, and Oliver essentially cuts Moira off. After she became alienated from Thea as well, Moira decided to drop out of her race as a mayoral candidate in an attempt to salvage her family.
Unfortunately, the Queen family limo was attacked by Slade Wilson, who sought revenge for Oliver allowing Shado's death on Lian Yu. He forced the same decision on Oliver that he made between Sara Lance and Shado, but this time with his mother and sister at stake. A defiant Moira rose to the occasion, telling Slade to kill her and let her children live. This is in spite of how distant they had become, with Oliver having previously ended their relationship. Slade compliments her courage before killing her.

William Clayton (portrayed by Ben Lewis; main: season 8; recurring: season 7) is Oliver's illegitimate son with Samantha Clayton. William first appears in season four as a child, portrayed by Jack Moore. He learns of his relation to Oliver and discovers his father's secret at the end of season five. In season six, William is living with Oliver after his mother Samantha is killed by Prometheus. While his faith in superheroes is shattered after Oliver's failure to his mother, he eventually bonds with him and begins seeing Felicity as a surrogate mother. She also inspires William into the fields of engineering and technology. In season seven, after becoming the target of criminals like Damien Darhk, Adrian Chase, Ricardo Diaz, and Stanley Dover, William chooses to go live with his grandparents in order to have a normal life away from the Green Arrow. Unbeknownst to him, his grandparents later sever all of his ties with his father and stepmother, leading him to believe that they have abandoned him.
In season six, Curtis has survived the explosion by taking shelter in the plane with the others and is working with the team using his upgraded T spheres and other tech. It is revealed, that after leaving Palmer Technologies last year, he started an online business, which prompts Felicity to propose partnership with him to form their own company. After Oliver's actions causes Curtis to leave Team Arrow, he forms a new team with Dinah and Rene, with the same goals as the original Team Arrow.
In The Flash season two episode, " Welcome to Earth-2 ", it is revealed that Oliver's Earth-2 doppelganger died on the Queen's Gambit (Arrowverse) . In season eight, Oliver, pretending to be his Earth-2 doppelganger, was stranded on Lian Yu for twelve years instead of five years.
Thomas "Tommy" Merlyn (portrayed by Colin Donnell; main: season 1; guest: seasons 2–3, 6-8) is Oliver Queen's best friend and Malcolm Merlyn ’s son. It is also revealed that Tommy is the brother of Oliver’s sister Thea Queen. Tommy is an original character for the show, not based on anyone in the comics until he was adapted for comics in 2012.
Malcolm Merlyn (portrayed by John Barrowman; main: seasons 3–4; recurring: seasons 1–2, 5; guest: 7 & 8), born Arthur King, is a wealthy businessman, a member of the League of Assassins, the father of Tommy Merlyn and Thea Queen, and is the main antagonist of season one. During season one, Malcolm plots the Undertaking, the destruction of the Glades using an earthquake device, after his wife Rebecca was murdered there. When Robert Queen earlier threatened the Undertaking, Malcolm arranged to destroy Robert's ship, Queen's Gambit, resulting in Robert's death and indirectly leading to Oliver and Sara becoming the Arrow and the Canary. In the main story of season one, he uses Moira to gain access to the resources needed for the Undertaking. He tries to reshape Tommy into a better person by cutting him off which works but causes tensions between them. When the Arrow interferes with his plan, Malcolm becomes a vigilante called "Dark Archer" to oppose him and proves to be far more skilled. He suspects Oliver to be the Arrow and is proven right after defeating him a second time. In the season finale, Malcolm is seemingly killed by Oliver though he manages to destroy much of the Glades, inadvertently kills Tommy, and is publicly exposed for his crime by Moira.
Emiko Queen / Green Arrow. See also: Emiko Queen. Emiko Queen (portrayed by Sea Shimooka; main: season 7; guest season 8), also referred to as Emiko Adachi, is Robert Queen's illegitimate daughter and thus Oliver Queen's paternal half-sister. She is also revealed to be a main antagonist of the season seven arc.
The character appeared continually in minor roles until the 2004 storyline Identity Crisis, in which she suffered a mental breakdown and was responsible for the deaths of Sue Dibny, wife of the Elongated Man, and Jack Drake, father of the third Robin ( Tim Drake ). This would later lead Loring to assume the mantle of the supervillain Eclipso .
She kills Damage from behind, ripping out his heart as Ray stares in shock. This final kill helps the Black Rings reach a power level of one hundred percent, thus bringing about the rise of Nekron. Jean then uses Ray's own technology to shrink him, Mera and herself into the reanimated Damage's ring. While inside the ring, she relates to Ray and Mera Nekron's origins: that he is the guardian of the darkness that existed before the light entered the universe. Jean is then possessed by Deadman, who had followed the trio into the ring, who forces her to release Ray and Mera, allowing them to return to normal size.
In Week Twenty-Seven of 52, Ralph Dibny approaches the Spectre as part of his quest to restore his wife Sue to life, promising to fulfill any bargain demanded of him in order to accomplish this. The Spectre, desiring revenge on Eclipso, but rendered incapable of taking it owing to his then-lack of a host (the Spectre had given Crispus a year to be by himself before he became his new host), orders Dibny to punish Eclipso in return for his wife's life; Dibny, temporarily granted the power of the Spectre, takes Eclipso back to the point at which she (as Jean Loring) murdered his wife and, restoring Jean's sanity, intends to trap her in a permanent time loop and force her to watch herself murder Sue Dibny over and over for all eternity. But the now-sane Loring tearfully begs for forgiveness and Dibny - affected by her pleas, his sense of compassion, and his own feelings on watching his wife's death - finds himself incapable of completing his pact with the Spectre. He thus returns Eclipso to her orbit around the sun.
In Atom and Hawkman #45 (November 1969), Jean was abducted and driven insane by the sub-atomic Jimberen race.
In the final stage of her plan, Jean set up Captain Boomerang to attack Jack Drake, the father of Tim Drake, the third Robin. Jean had a gun sent to Jack so that he would be able to kill Boomerang in self-defense. Jean's hope was that afterward, everyone would believe that Boomerang had been the killer.
Jean used one of Ray's old costumes to shrink down and enter the brain of Sue Dibny, the Elongated Man 's wife. She attempted to cause a minor stroke but accidentally applied too much pressure to Dibny's brain and killed her. Jean panicked and used a flamethrower in an attempt to destroy Sue's body before escaping.
Jean suffered a mental breakdown as revealed in the 2004 miniseries Identity Crisis. Wanting to resume her relationship with Ray, she came to believe that the surest way to do this was to endanger the loved one of another superhero. She believed that this would send all of the superheroes, including Ray, running back to their spouses ...
