Live Scan is a way of obtaining your fingerprints. What turns up in a background check depends on the employer. If you are applying for a job with the government or applying for a license issued by a government, you must disclose even if you were granted the PC 1203.4 dismissal. For other employers, it varies.

Live scan is just a method of laser scanning your finger prints as opposed to taking inked impressions of them. The live scan machines are generally connected directly with FBI computers for submission of prints.
