Simpson was ticketed on July 4, 2002, for creating a wake with his boat in a manatee protection zone off the Miami coast. Because he did not pay the fine, he was ordered to appear in court Nov. 6, but failed to appear due to what his lawyers explained as a scheduling mix-up.
