Leon Friedman, a New York lawyer who is an authority on Section 1983,
estimates that 30,000 cases are filed under that law every year. That figure would account for some 12 percent of all civil filings in the Federal District Courts, making Section 1983 lawsuits by far the biggest category of civil cases.
