Charles Frederick Carson Ruff (August 1, 1939 – November 19, 2000) was a prominent American lawyer based in Washington, D.C., and was best known as the White House Counsel who defended President Bill Clinton during his impeachment trial in 1999.
Legal career. After his graduation from Duke, Starr worked as a law clerk for U.S. circuit judge David W. Dyer of the United States Court of Appeals for the Fifth Circuit (1973–1974). Later, he clerked for Chief Justice Warren Burger of the Supreme Court of the United States (1975–77).
