The DA's office discovers that a former prosecutor now working as a defense attorney has been getting damaging witnesses in his trials killed, and that Rubirosa was unknowingly a co-conspirator in one of his cases.
Cutter is pro-life ("Dignity"). In episode 19.9, "By Perjury", he is almost murdered in the bathroom of a courthouse.
It is implied in several episodes that Cutter has romantic feelings for Rubirosa. McCoy, despite experiencing controversy due to his own relationships with various former ADAs, appears to understand how Cutter feels.
