New York City Administrative Code Section 10-126 (c) states: “Take offs and landings. In addition, New York City Park Rule 1-05 (r) (2) prohibits flying a drone in a park, except within prescribed areas. If a person operates a drone outside of the 5 designated New York City parks, then he or she could also be cited under Administrative Code Section 10-126 (c). Taking of wildlife in general with the help of a drone would be illegal if this law passes. Just as Florida has already done, NY also want to ban the weaponization of drones. So if you wanted to attach a pistol, knife or flamethrower to your new drone you might want to rethink it.

If you have a small drone that is less than 55 pounds, you can fly recreationally by following the Drone Laws in the USA defined by FAA Part 107 guidelines, however, NY City has specific restrictions listed below.
Commercial Drone Pilots should avoid flying near airports because it is difficult for manned aircraft to see and avoid a drone while flying. The recreational flying of toy or model rockets or aircraft (types of UAS) is subject to 9 NYCRR Section 372.7 (j) and in the Palisades Region to 9 NYCRR Section 409.1 (j). Under these regulations and this procedure, the launching, landing, or operation of a UAS for recreational purposes from or on lands and waters administered by OPRHP is an activity that requires an operator to apply for a special UAS permit that shall include conditions outlining the time, place and manner of use.

New York City Drone Regulations – Administrative code makes it unlawful for any person navigating drones to take off or land, except in an emergency, at any place within the limits of the city other than places of landing designated by the department of transportation or the port of New York authority. The rule serves to limit take-off and landings to regulated heliports and airports. The city later created a general restriction declaring all drone flights in New York City illegal.

This is enacted nationwide, not only in New York, under Part 101 of the Act, being Special Rule for Model Aircraft, to ensure that drone operations under unsafe conditions are disapproved before the drone can be launched.
It shall be unlawful for any person to operate an unmanned aircraft or unmanned aircraft system upon or in the airspace within three miles of the Ralph Wilson Stadium Complex on the day of any event held at the Ralph Wilson Stadium Complex or four hours prior to and two hours after any event held at the Ralph Wilson Stadium Complex.
